Vin Baker appears as No. 2 on the Connecticut's most recent list of the top 100 delinquent taxpayers. He is one of six local residents named on the list and owes the state nearly $1.2 million in back individual income taxes, according to the Department of Revenue Service.
Baker formerly owned Vinnie's Saybrook Fish House. In 2008, the restaurant shut down for more than five months when TD Bank, which held the mortgage on the restaurant along Essex Road, moved to foreclose on the business. The restaurant is now known as Otter Cove Restaurant & Bar. Messages left for the owner were not returned. Attempts to reach Baker were unsuccessful. A phone number for his company, Vin Baker Enterprises, was out of service.
